Mayby you could add non working Nether portals in creative (It's possible, i saw it on other servers to), so people can make cool looking gates or other awesome builds.
Nether portals are disabled due massive lag they can cause if you build many of them Also, building portals with actual blocks looks better anyway ~Fault
