A mix of programs

• FireAlpaca [japanses anime creator but in English program that has a line correction features no digital pad needed only Need 1Gb Ram To Run It. Its Super Light Weight On The Ram] =D

• Adobe Photoshop Filter Tools

• Gimp for Burn and Dodge Tools

And thats it ^^^ a part from Photoshop they are 100% Free forever! =D
