That's a good point.. Steel's not weak to Water so they don't seem to count corrosion anyways.

Well, I suppose as Water/Fire/Grass are the starters and no starter is supposed to be better than the other (or other other), Grass and Water have three strengths while Fire has four. Out of all of the starter types, Grass is not-very-effective against more types than the other two, so to make Poison and Water good against Steel would make Grass the weakest starter and IMO Bulbasaur is underrated as it is.
