The purpose of ranking up is to give you new plots. I personally think, even for 500 tokens, that this would be unfair and defeat the purpose of submitting builds for ranks. If you can spend a minute each day typing in your name over and over then clicking a button to get new plots, why would anyone bother ranking up?
Do you really think that builder ranks are just for new plots? No. They're not. If someone new comes on the server and sees the ranks, it may change the kind of respect that they give you, considering that you might be a 'good' builder. Also, 500 tokens would take more than 3 months to achieve on voting on a regular-day basis.
That's a pretty poor argument. You could set the limit lower or even to one. Then, you'd still value the plots you get from ranks. Plus, people would still go for ranks regardless because people like to prove they can build.
