Currently, you are not able to change the Soil-Dry flag on creative, and thus grass cannot automatically turn to dirt, which can be very time consuming to fix when needed. I recommend for this flag to be allowed to be modified and see no reason for the disallowance of the permission.
Since there is no tick on creative (vines won't grow, grass won't spread e.g.) it doesn't have to be enabled.
